How about this. The twin sister Topsy. She appears with her twin brother where they "Go On Holiday" and "Go Swimming".

Orson and Olivia

Oh yeah. How can two girls Olivia and Froggy swim in topless underwear?! This can be seen in "The Swans of the Thames".

The Pink Panther (1993)

Look! Guess who's the girl came in? The bubble gum blowing Thelma! She actually wearing a swimsuit in the eppisode "Beach Blanket Pinky". Well earlier in the episode "Wet and Wild Pinky" Thelma appears wearing the usual outfit colored yellow while having ful in the water park. Then one girl seen in background appears building a sandcastle with a boy. So enjoy.

The Perishers

How about an old British toon, you guys? They were only 4 kids featured based on comic strips simillar to Peanuts. Only one girl Maisie has wearing for swimming in "A Life from the Ocean Wave"

Vitaminix

I have to know that I remember on a defunct Saudi's children's channel Ajyal TV. There has something about teaching heallthy stuff by two kids, one of them was a girl Sofia. She exactly appears in episodes were:
